C. Integrated Network.
As a center of information, PIK-P2D has a data bank which contains all materials relating to the needs of women with disabilities. Besides that, they also have network with all stake holders regarding this issue. When a woman with disability visits the Center asking for some information, as follow up action, they can assist her by referring to other service provider. To run this service, PIK-P2D needs good networking and partnership with many stakeholders.
However, there is no clear legal statement that forces PIK-P2D to create some networking with other stake holders like Disabled People Organizations (DPOs), NGOs, school, community health center, etc. Neither in Ministry of Women’s Empowerment and Child Protection regulation number 23/2010 about general guidelines to establish PIK-P2D, or minister regulation number 7/2012 about Standard Operating Procedure of PIK-P2D, talks about strategy for building network. They put PIK-P2D as center of information but no clear coordination and positioning among stake holders.
It could be a challenge for PIK-P2D for the fact that they are a relatively new institution in women with disabilities issue. Usually, people with disabilities feel closer to DPOs that specifically dealing with their matters. They prefer to consult their problems to DPOs because they think DPOs will recognize the problems better than other institution which are not traditionally related to disability issue. Furthermore, DPOs might identify best the mapping of people with disabilities in a certain area. Frequently, they hold regular informal meetings among people with disabilities and record some data about them. One of the examples of DPOs that has specific concern in women with disabilities is Indonesian Association of Women with disabilities (HWDI) which has branch representatives in most of provinces across Indonesia.
On the other hand, cooperation with DPOs as network and referral system can be difficult due to the lack of funding in some DPOs. In Indonesia, DPOs only gain a small amount of funding from local government and they have a huge responsibility. They sometimes propose some funding to local or international donors to execute some projects. Usually, it’s difficult to create strategic long term plan because most of their funding is project based. For that reason, when PIK-P2D refers some cases to their DPO partners, it can be complicated because sometimes the DPOs do not have particular funding to follow up the cases.
